He has served as Secretary, Department of Space and Chairman, Indian Space Research Organisation, during 2015-2018.
Shri Kiran Kumar, born on October 22, 1952 in Hassan, Karnataka, holds M.Sc. Degree in Physics (Electronics) from Bangalore University and M.Tech. Degree in Physical Engineering from Indian Institute of Science, Bangalore.
He has steered the implementation of the applications oriented Indian Space Programme, which has facilitated rapid development of the country in many important spheres of earth observation, communication, navigation, meteorology and space science, as well as the development of indigenous launch vehicles and related technologies for providing assured access to space. He has led design and development of more than 50 Electro-Optical Imaging Sensors flown on various Space borne platforms starting from Bhaskara in 1979. Further, his role in the success of Chandrayaan missions and Mars Orbiter Mission has been significant.
Shri Kiran Kumar has been the Chair of the Committee on Earth Observation Satellites (CEOS) in 2012. He has made valuable contributions to Coordination Group of Meteorological Satellites (CGMS), Expert Team on Satellite Systems – World Meteorological Organisation (ETSAT of WMO) and Indo-US Joint Working Group on Civil Space Cooperation.
Shri Kiran Kumar has been the President, Aeronautical Society of India. He is Fellow of Indian National Academy of Engineering, National Academy of Sciences India, Indian Society of Remote Sensing, Institution of Electronics & Telecommunications Engineers, Indian Society of Systems for Science & Engineering, Indian Meteorological Society, Indian Society of Geomatics, Gujarat Science Academy, Andhra Pradesh Akademi of Sciences and an elected member of International Academy of Astronautics. He has been conferred with Honoris Causa and DSc by 18 Indian academic institutions.
He has co-authored 85 publications in various national/international scientific journals/conferences/symposiums.

AI-Driven Open Science Cyberinfrastructure: Rethinking How Scientific Knowledge Is Created, Shared, and Reused
Scientific discovery increasingly depends on software, data, computational models, workflows, and collaboration across disciplinary boundaries. Yet the scientific enterprise is still organized largely around static publications, fragmented repositories, and incentive structures that do not adequately reward openness, reproducibility, reuse, or long-term stewardship of research artifacts.
This keynote will examine how artificial intelligence and cyberinfrastructure can be combined to create a more open, connected, and effective scientific ecosystem. In such an ecosystem, research outputs would be represented not only as papers, but also as machine-actionable collections of claims, evidence, data, software, models, parameters, workflows, validation results, and provenance. AI could help researchers discover relevant knowledge, identify suitable methods and models, generate and validate computational implementations, detect inconsistencies, reproduce results, synthesize evidence, and find opportunities for collaboration.
The talk will also address the social and institutional dimensions of this transformation. Technical infrastructure alone will not be sufficient. Sustainable adoption will require community governance, trustworthy human–AI interaction, interoperable standards, transparent validation, and new incentive mechanisms that recognize contributions such as software, data, curation, replication, and reuse. Drawing on developments in open science, research software, scientific AI, and community cyberinfrastructure, the keynote will outline both emerging opportunities and unresolved challenges.
The central argument is that AI should not simply accelerate the current publication-centered system. It should help redesign the scientific process around open, computable, reusable knowledge, while preserving human responsibility for scientific judgment. Such AI-driven open science cyberinfrastructure could support faster discovery, stronger reproducibility, broader participation, and more sustainable scientific innovation.

William Nystul Eminent Scholar Chair and Professor, Dept. of Computer Science , University of West Florida, USAAshok Srinivasan is the William Nystul Eminent Scholar Chair and Professor of Computer Science at the University of West Florida. His research and leadership span high-performance computing, cyberinfrastructure, AI-enabled scientific discovery, and open science, with applications in public health, computational science, and interdisciplinary modeling. From 2022 to 2024, he served as a Program Director in the Office of Advanced Cyberinfrastructure at the U.S. National Science Foundation, where he managed a large research portfolio and helped shape national initiatives in cybertraining, public access, and open science. He has led and collaborated on numerous multi-institutional projects funded by agencies including NSF and NIH, and his research has been featured in over 300 news outlets and cited in testimony to the U.S. Congress.

AI-Driven Open Science Cyberinfrastructure: Rethinking How Scientific Knowledge Is Created, Shared, and Reused
Scientific discovery increasingly depends on software, data, computational models, workflows, and collaboration across disciplinary boundaries. Yet the scientific enterprise is still organized largely around static publications, fragmented repositories, and incentive structures that do not adequately reward openness, reproducibility, reuse, or long-term stewardship of research artifacts.
This keynote will examine how artificial intelligence and cyberinfrastructure can be combined to create a more open, connected, and effective scientific ecosystem. In such an ecosystem, research outputs would be represented not only as papers, but also as machine-actionable collections of claims, evidence, data, software, models, parameters, workflows, validation results, and provenance. AI could help researchers discover relevant knowledge, identify suitable methods and models, generate and validate computational implementations, detect inconsistencies, reproduce results, synthesize evidence, and find opportunities for collaboration.
The talk will also address the social and institutional dimensions of this transformation. Technical infrastructure alone will not be sufficient. Sustainable adoption will require community governance, trustworthy human–AI interaction, interoperable standards, transparent validation, and new incentive mechanisms that recognize contributions such as software, data, curation, replication, and reuse. Drawing on developments in open science, research software, scientific AI, and community cyberinfrastructure, the keynote will outline both emerging opportunities and unresolved challenges.

William Nystul Eminent Scholar Chair and Professor, Dept. of Computer Science , University of West Florida, USAAshok Srinivasan is the William Nystul Eminent Scholar Chair and Professor of Computer Science at the University of West Florida. His research and leadership span high-performance computing, cyberinfrastructure, AI-enabled scientific discovery, and open science, with applications in public health, computational science, and interdisciplinary modeling. From 2022 to 2024, he served as a Program Director in the Office of Advanced Cyberinfrastructure at the U.S. National Science Foundation, where he managed a large research portfolio and helped shape national initiatives in cybertraining, public access, and open science. It should help redesign the scientific process around open, computable, reusable knowledge, while preserving human responsibility for scientific judgment. Such AI-driven open science cyberinfrastructure could support faster discovery, stronger reproducibility, broader participation, and more sustainable scientific innovation.
This keynote will examine how artificial intelligence and cyberinfrastructure can be combined to create a more open, connected, and effective scientific ecosystem. In such an ecosystem, research outputs would be represented not only as papers, but also as machine-actionable collections of claims, evidence, data, software, models, parameters, workflows, validation results, and provenance. AI could help researchers discover relevant knowledge, identify suitable methods and models, generate and validate computational implementations, detect inconsistencies, reproduce results, synthesize evidence, and find opportunities for collaboration.
The talk will also address the social and institutional dimensions of this transformation. Technical infrastructure alone will not be sufficient. Sustainable adoption will require community governance, trustworthy human–AI interaction, interoperable standards, transparent validation, and new incentive mechanisms that recognize contributions such as software, data, curation, replication, and reuse. Dr. Ashok Srinivasan
William Nystul Eminent Scholar Chair and Professor, Dept. of Computer Science , University of West Florida, USAAshok Srinivasan is the William Nystul Eminent Scholar Chair and Professor of Computer Science at the University of West Florida. His research and leadership span high-performance computing, cyberinfrastructure, AI-enabled scientific discovery, and open science, with applications in public health, computational science, and interdisciplinary modeling. From 2022 to 2024, he served as a Program Director in the Office of Advanced Cyberinfrastructure at the U.S. National Science Foundation, where he managed a large research portfolio and helped shape national initiatives in cybertraining, public access, and open science. He has led and collaborated on numerous multi-institutional projects funded by agencies including NSF and NIH, and his research has been featured in over 300 news outlets and cited in testimony to the U.S. Congress.
